3rd Hamburg Sustainability Conference: Hamburg Call to Action on Internal Displacement
Turning Commitment into Investment
29 June 2026 | Hamburg Sustainability Conference
The high-level session explored how to turn political commitments on internal displacement into increased investment in government-led solutions. Building on the Hamburg Call to Action, it focused on aligning national solutions strategies with development finance, private investment and regional partnerships.
Speakers included Volker Oel, Director-General, German Federal Ministry for Economic Cooperation and Development (BMZ); Amat-Allah Abdullah, representing the Global IDP Advisory Group; Alexander de Croo, Administrator, UNDP; Saleh Bourma Ali, Deputy Minister of Finance, Budget, Economy and Planning, Chad; Dr. Workneh Gebeyehu, Executive Secretary, Inter-Governmental Authority on Development (IGAD); Dr. Sidi Ould Tah, President, African Development Bank; Gloria Womitsu, African Risk Capacity (ARC); and Katharina Thote, UNHCR Representative in Germany.
Participants called for a shift from short-term humanitarian responses towards long-term investment in prevention, resilience and durable solutions, supported by concessional, catalytic, pooled and blended finance. The discussion also highlighted the need to mobilize private investment through de-risking mechanisms, strengthen contingency and climate-risk financing, and improve data to guide investment decisions.
The session reinforced the need for a broad coalition of governments, development institutions, regional organizations and private partners to ensure that financing follows political commitments and national solutions strategies.
